Amend Bill, page 2, line 1, by striking out all of said line
and inserting
(a.2) Relief.--[A]
(1) Except as set forth in paragraph (2), a person
adversely affected by an ordinance,
Amend Bill, page 2, by inserting between lines 7 and 8
(2) Paragraph (1) does not apply to a challenge to
limited purchases or sales of handguns by a person, where the
limit involves not more than one transaction within a 30-day
period in a city of the first class, unless the person is a
licensed firearm dealer who is purchasing the handguns in the
ordinary course of business, a licensed firearm collector, a
law enforcement agency, an agency authorized to perform law
enforcement duties, a State or local correctional facility, a
private security agency licensed to do business within this
Commonwealth, a purchaser or seller of antique firearms or a
person whose handgun is stolen or irretrievably lost if a
proper police report was made.
