                       AMENDMENTS TO HOUSE BILL NO. 2525

     1       Amend Title, page 2, line 9, by inserting after "agency";"
     2               providing for county dog shelter restricted accounts;

     3       Amend Sec. 3 (Sec. 201), page 19, by inserting between lines 
     4    7 and 8
     5       (b.1)  County dog shelter contribution.--A surcharge of $2.50
     6    shall be added to the license fees under this section. Fifty
     7    cents of this surcharge shall be maintained by the county
     8    treasurer for purposes of administering the county dog shelter
     9    restricted account of the county. The remaining amount shall be
    10    deposited into the county dog shelter restricted account
    11    established in section 1003.

    12       Amend Bill, page 92, by inserting between lines 22 and 23
    13       Section 20.  The act is amended by adding a section to read:
    14    Section 1003.  County dog shelter restricted accounts.
    15       (a)  Duty to establish.--Every county in this Commonwealth
    16    shall establish a county dog shelter restricted account. Any
    17    interest accrued on the account shall be credited to the
    18    account.
    19       (b)  Appropriation.--The moneys and interest in a county dog
    20    shelter restricted account shall be appropriated as follows:
    21           (1)  Semiannually the county treasurer shall pay out in
    22       equal shares the balance of the account to not more than
    23       three humane societies or associations for the prevention of
    24       cruelty to animals, as defined in section 102, operating in
    25       that county that are registered with the Bureau of Dog Law
    26       Enforcement and that accepted the highest totals of dogs from
    27       the county in the previous calendar year according to the
    28       Bureau of Dog Law Enforcement. The Bureau of Dog Law
    29       Enforcement shall provide the county treasurers with the list
    30       of registered humane societies and associations semiannually.
    31           (2)  If there are no humane societies or associations for
    32       the prevention of cruelty to animals registered with the
    33       Bureau of Dog Law Enforcement operating in the county, the
    34       county treasurer shall pay out in equal shares the balance of
    35       the county dog shelter restricted account to up to three
    36       humane societies or associations for the prevention of
    37       cruelty to animals, as defined by section 102, operating in
    38       other counties and that accepted the largest number of dogs

     1       from the county in the previous calendar year, according to
     2       the Bureau of Dog Law Enforcement.
     3           (3)  The county shall not place any restrictions or
     4       matching fund requirements for distribution of these funds.
     5           (4)  The appropriations distributed from the account may
     6       be used for any expenditure related to operations.

     7       Amend Sec. 20, page 92, line 23, by striking out "20" and
     8    inserting
