Kennedy School of Government, 1985; graduated, Widener School of Law, 1995; member, Allegheny County Democratic Committee; attorney; clerk, Recorder of Deeds office, Allegheny County; elected, clerk of courts, Allegheny County; elected as a Democrat to the Pennsylvania House of Representatives in 1978; reelected to serve 13 consecutive terms thereafter; appointed, Special House Committee on the Homeless (1984); appointed, chair, House Select Committee on Long Term Care (1986-1988); appointed, Local Government Commission (1993-1996); appointed, Legislative Budget and Finance Committee (1997-2006); appointed, Select Committee on Pharmaceuticals (2000); unsuccessful campaign for reelection to the House (2006).
