Major Marshall Lee Phipps, born March 4, 1866, Polk, Venango County, Pennsylvania; son of Major Robert Johnson and Harriet Agnes Cross Phipps; public school education; Clintonville Academy; Lafayette College, Easton, Pennsylvania, A.B. 1888, later, A. M.; studied law, admitted, Bar of Venango County, 1892; admitted, practice before, Supreme, Superior Courts; county chairman, secretary, Venango County Republican Committee, ten years; prothonotary, clerk of the courts, Venango County, six years; member, Pennsylvania National Guard, fifteen years, ad Major and Aide -de- Camp, staff, Major- General John A. Wiley; gubernatorial appointment, trustee, State Institution for Feeble-Minded, Polk, Venango County, Pennsylvania, 1907-1923; engaged, production of oil, Lawrence, Venango Counties; elected, Republican, Pennsylvania State Senate, 1915-1926; married, Clara Belle Campbell Phipps, 1901, daughter, Harriet Campbell Phipps Kreps; died, December 28, 1936, Franklin, Venango County, Pennsylvania; interment, Franklin Cemetery, Franklin, Venango County, Pennsylvania.
