BLACKWELL, Thomas W., IV, a Representative from Philadelphia County; born, August 29, 1958 in Philadelphia, Philadelphia County, Pa.; graduated, Saints Academy, 1976; attended, Jackson State College; commissioner, Philadelphia Regional Port Authority (1991-1995); president, Local 1332 International Longshoremen Association (1992-2000); administrative manager, St. Hill & Associates (2000-2002); supervisor, Community Interactions, Inc. (2003-2004); elected as a Democrat to the Pennsylvania House of Representatives for the 2005 and 2007 terms; unsuccessful campaign for reelection to the House to the 2009 term; died, August 22, 2017 in Pennsylvania; interred, Mount Lawn Cemetery, Sharon Hill, Delaware County, Pennsylvania.
