A RESOLUTION
Condemning the passage of the United Nations Security Council
Resolution 2334.
Continuing to affirm our strong bipartisan support for United
States friend and ally, the State of Israel.
WHEREAS, On December 23, 2016, the United Nations Security
Council passed resolution 2334 (2016) that condemns Israeli
settlement construction; and
WHEREAS, Resolution 2334 was approved unanimously with 14
votes; and
WHEREAS, As a permanent member of the United Nations Security
Council, the United States could have blocked resolution 2334
with a veto, but instead abstained from voting and allowed the
resolution to pass; and
WHEREAS, Former Secretary-General Ban Ki-moon stated in his
final address to the United Nations Security Council that
"decades of political maneuvering have created a
disproportionate number of resolutions, reports and committees

against Israel"; and
WHEREAS, The United States has historically blocked
resolutions in the United Nations Security Council that try to
dictate terms between the State of Israel and Palestine; and
WHEREAS, The United Nations is not the venue through which
peace can be achieved between the State of Israel and Palestine;
and
WHEREAS, The Commonwealth of Pennsylvania is a friend to the
State of Israel and seeks to maintain this friendship; and
WHEREAS, The State of Israel is the greatest ally to the
United States in the Middle East; and
WHEREAS, The United States must recommit itself as an ally to
Israel; therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the current presidential
administration and any future presidential administrations to
uphold the practice of vetoing all of the United Nations
Security Council resolutions that interfere in the peace process
between the State of Israel and Palestine; and be it further
RESOLVED, That the House of Representatives condemn the
passage of the United Nations Security Council Resolution 2334;
and be it further
WHEREAS, The United States stands with its ally, Israel, as
it has historically; and
WHEREAS, The United States condemns acts of political
violence and terrorism against Israel; and
WHEREAS, The United States recognizes the biased treatment
that Israel has frequently received in the United Nations; and
WHEREAS, The United States reaffirms its support of a two-
state solution by facilitating direct, bilateral negotiations

between both parties; and
WHEREAS, The United States reaffirms its support for a secure
democratic Jewish state of Israel living side-by-side and at
peace with its neighbors as the best way to achieve a lasting
and permanent peace for the good of all parties; and
WHEREAS, The United States reaffirms that no nation or
organization can dictate terms of a final settlement; therefore
be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the current presidential
administration and any future presidential administrations to
continue to support our friend and ally, the State of Israel;
and be it further
RESOLVED, That a copy of this resolution be transmitted to
the President of the United States, the United Nations Security
Council and the Israeli Embassy in Washington, DC, for
transmission to the proper authorities in the State of Israel.
