Short Title:
An Act establishing the Coal Methane Review Board to resolve disputes between property owners over the location of coal bed methane wells and access roads; preserving the uses and value of surface lands of this Commonwealth from damage to the lands from coal bed methane extraction or production; requiring disclosure statements as to the impacts on surface lands of proposed coal bed methane gas wells and related facilities to be provided to landowners and tenants; providing for the jurisdiction of courts in the enforcement thereof; regulating the installation and operation of coal bed methane gas wells and related facilities; regulating the impact of the installation of coal bed methane gas wells and related facilities on surface lands and waters; placing responsibilities on landowners and occupiers; and imposing duties upon the Department of Environmental Protection.
