An Act amending Title 66 (Public Utilities) of the Pennsylvania Consolidated Statutes, further providing for the definition of "public utility"; adding definitions for "default service provider," "microgrid," "real-time price," "smart meter technology" and "time of use rate"; further providing for standards for restructuring of electric industry and for duties of electric distribution companies; and providing for rate phase-in plans and for microgrids.
