An Act enabling certain counties and municipalities to develop comprehensive watershed storm water plans and to regulate storm water within designated watershed boundaries; imposing duties and conferring powers on the Department of Environmental Protection, the Environmental Quality Board, counties and municipalities; and providing for financing and for waiver of use of certain grant or loan funds.
