An Act amending Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes, providing for a trauma center stabilization grant program and its funding; further providing for exemption of persons, entities and vehicles from fees; providing for lighted head lamps in highway work areas; further providing for certificate of appointment for inspection stations; providing for a surcharge to benefit spinal cord injury research; and establishing the Spinal Cord Injury Research Board.
