A Resolution directing the Joint Legislative Air and Water Pollution Control and Conservation Committee to evaluate the feasibility and advisability of establishing a voluntary water quality credits and trading program as an incentive for achieving point and nonpoint source pollution reductions beyond those required by Federal and State clean water laws and to promote cooperative community-driven watershed management planning.
