An Act amending Title 18 (Crimes and Offenses) of the Pennsylvania Consolidated Statutes, providing for cruelty to animals, for approval by the electorate of a referendum question prohibiting confining, importing, breeding and selling pigeons for pigeon shoots and for duties of the Secretary of the Commonwealth.
