An Act amending the act of October 18, 1988 (P.L.756, No.108), known as the Hazardous Sites Cleanup Act, further providing for powers and duties, for host municipality incentives and guarantees, for the Hazardous Waste Facility Siting Team, for siting assistance and for Hazardous Waste Facility Siting Commission members and the commission's powers and duties; requiring certain studies prior to operation of a hazardous waste treatment facility; providing for site security and emergency response facilities; further providing for information gathering and access, for cleanup standards, for development and implementation of response actions, for the recovery of certain costs, for administrative and judicial review of response actions and for evaluation grants; prohibiting the treatment of radionuclides; and imposing penalties.
