An Act providing for the collection and disposal of scrap tires; imposing a scrap tire disposal fee and providing for disposition of the revenue generated by the fee; requiring a permit for the maintenance of a scrap tire collection site; prohibiting disposal of scrap tires except at a scrap tire collection site; providing for powers and duties of the Department of Environmental Resources; requiring registration of tire haulers; providing for abatement of tire collection sites that constitute a nuisance; and imposing a civil penalty.
