An Act amending the act of July 17, 1961 (P. L. 659, No. 339), known as the "Pennsylvania Bituminous Coal Mine Act," changing and adding definitions; providing for the powers and duties of the Department of Environmental Resources, further providing for the appointment of mine inspectors and electrical inspectors, for the Bituminous Mine Inspectors' and Electrical Inspectors' Examining Board, for the salary and expenses of mine inspectors and electrical inspectors, for the removal of mine inspectors and electrical inspectors, for the duties of mine inspectors, for inspection of mines, for the powers of mine inspectors, for reports of operating mines, for mine rescue crews, instructors and equipment, for Boards of Examiners, and examinations for certificates of qualification issued to mine foremen, assistant mine foremen, mine electricians and mine examiners and for fees for examinations; providing for interim standards applicable to all mines; further providing for penalties and enforcement; providing for disposition of fines, civil penalties and fees; providing for the powers and duties of the Environmental Hearing Board and the Environmental Quality Board; and further providing for repeals.
