L. 1198, No. 418), known as the "Surface Mining Conservation and Reclamation Act," adding definitions; further providing for reclamation plans, permits and bonds; providing for abatement of pollutional discharges; providing for a remining and reclamation incentive program; further providing for the Mining and Reclamation Advisory Board; and making an editorial change.
