A Supplement to the act of July 3, 1987 (P. L. 190, No.26), entitled "An act providing for the capital budget for the fiscal year 1987-1988," providing for a public highway project to be constructed by the Department of Transportation, together with the estimated financial costs; authorizing the incurring of debt without the approval of the electors for the purpose of financing the project to be constructed by the Department of Transportation; stating the estimated useful life of the project; and making an appropriation.
