L. 31, No. 21), known as the "Public Welfare Code," reenacting and amending provisions relating to domestic violence and rape crisis programs; establishing standards for personal care facility administrators; providing for levels of care for personal care facilities; further providing for powers and duties of the department and for regulations by the department; and imposing costs.
