An Act providing for the production, distribution, conservation and consumption of energy in the Commonwealth of Pennsylvania; establishing the State Energy Commission and providing for its powers and duties; transferring powers and duties of the Governor's Energy Council and certain powers, duties and agencies of the Department of Environmental Resources to the State Energy Commission; providing for an energy master plan; establishing the Division of Administrative Hearings within the Office of Attorney General; providing penalties; and making an appropriation.
