Short Title:
An Act regulating health care costs; establishing the Health Care Cost Reform Commission and providing for its powers and duties; providing for hospital cost containment, mandatory efficiency requirements, utilization controls, efficiency ratings, public accountability of health care costs, health care for the indigent; establishing the Indigent Care Pool and Indigent Care Fund; requiring certain contributions; further providing for a State Health Plan; limiting destabilizing health care providers; mandating certain health care benefits; and making an appropriation.
