An Act providing for off-track pari-mutuel betting on horse races; establishing the Racing and Wagering Board and providing for its powers and duties; providing for approval of plans of operation of regional off-track betting authorities and suspension of such approval; prescribing limitations on off-track betting; providing for disposition of off-track pools and the tax thereon; authorizing agreements with other states; providing for reports, accounts and investing chains; *** prescribing the rights, powers and duties of the authorities; authorizing the authorities to acquire, maintain and operate off-track betting facilities and to borrow money and issue bonds therefor; providing for payment of the bonds and prescribing the rights of holders thereof; conferring the right of eminent domain on the authorities; and providing for disposition of moneys of the authority and for reports; and making an appropriation.
