Subject: | Construction Industry Employment Verification Act |
In the near future, I plan on introducing legislation known as the Construction Industry Employment Verification Act. This legislation will provide our state with an additional, legal and effective tool to ensure that private construction industry employers hire only individuals who are authorized to work in the United States. Previously the legislature passed Act 127 of 2012 which required public works contractors and subcontractors who are awarded a contract for a public work and are covered by the Pennsylvania Prevailing Wage Act to participate in the federal E-Verify Program. My legislation would require employees in the private construction industry to verify that current employees are legally permitted to work in the United States through the use of the Social Security Number Verification System (NVS), and additionally, verify new hires through the Department of Homeland Security’s E-Verify Program (EVP).
