| Subject: | Recovered Theft Vehicle Title Requirement |
| In the near future, I intend to introduce legislation that would revise the theft vehicle provisions in Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes. Specifically, my legislation would remove the requirement to secure a Recovered Theft Vehicle title when a stolen vehicle has been recovered. In Pennsylvania, we are one of a very small number of states that requires a Recovered Theft Vehicle title if a vehicle has, at any time, been reported stolen. This is in addition to other titling requirements dealing with specific levels of damage to vehicles. The Recovered Theft title does not indicate any information about the vehicle’s condition after recovery. It is possible, and common, for a vehicle that requires this title to have sustained no damage at all in the events necessitating it having been reported stolen. Consumers are protected from buying a vehicle that has sustained serious damage through other title requirements in Pennsylvania. With respect to recovered vehicles, consumers would receive proper notice of relevant damage issues through these other vehicle title requirements. The additional Recovered Theft Vehicle serves only to damage the vehicle’s value, and thus penalize the vehicle’s owner, unnecessarily. This title can significantly drive down the value of a vehicle and, since this title is fairly unique to Pennsylvania, its presence on a vehicle can create logistical issues for the owner of the vehicle. For the consumer who owns the vehicle that has been recovered, the requirement to obtain the Recovered Theft Vehicle is harmful. I believe it is time to consider removing the Recovered Theft Vehicle title requirement. Please join me in co-sponsoring this important legislation. |
