Act 52 of 2014 established the City Revitalization and Improvement Zone (CRIZ) program to provide economic development and job creation in third class cities meeting certain criteria through the construction of one or more facilities within a zone. Eligible taxes raised within the zone are transferred in order to fund the construction and debt service costs incurred. Upper Darby Township, in my district, is an inner ring suburb of Philadelphia with a large population and similar development issues to our third class cities. Upper Darby has a number of sites which would benefit from conversion to new uses. In the near future, I intend to re-introduce Senate Bill 608 of 2015 to amend the Tax Reform Code to permit Upper Darby Township to participate in the CRIZ program.
