Subject: | Constitutional Amendment - Property Tax Uniformity Exception |
In the near future, I will introduce for the second consecutive session a constitutional amendment to reduce the tax burden on working Pennsylvanians and attract new investment to the Commonwealth. Identical to Joint Resolution 2016-3, this constitutional amendment will permit an exception to Article VIII to allow a local taxing authority to create a dual-tiered property tax system that distinguishes between residential and commercial real estate, while allowing for a proportional decrease in other taxes. The proposal would clear the path for Philadelphia to reduce wage taxes on residents and other taxes on businesses. This plan stands to be revenue-positive for the city after year one and has the potential to add 50,000 to 100,000 jobs. It benefits city residents and workers by putting more money in their pockets, aids small businesses’ bottom lines, and has the backing of business leaders, commercial real estate developers and government officials. Last session’s Joint Resolution passed the Senate by a vote of 47 to 2, and cleared the House 170-25. Please join me in co-sponsoring this important legislation.
