Subject: Elevator Safety
 
In the near future we will be introducing legislation expanding the authority of the Elevator Advisory Board, a subcommittee of the Industrial Board under the Pennsylvania Department of Labor and Industry.

Recently, there have been a number of disturbing elevator accidents in Pennsylvania that resulted in loss of life or serious injuries. One incident involved the deaths of Luzerne County Corrections Officer Kristopher Moules and inmate Timothy Gillaim, Jr., following an altercation and subsequent fall down an elevator shaft at the Luzerne County Prison. The loss was especially difficult for many of us who knew Kris and his family personally.

The current Elevator Advisory Board has very little authority and rarely meets. Our legislation would establish a new Elevator Safety Review Board in its place and grants it certain enumerated authority, including the ability to recommend regulations to the Department of Labor and Industry, and the power to review, and adopt code changes and protocols as they relate to the safe operation of elevators.

In the past, Senator Argall has sought more comprehensive reforms such as qualifications for elevator inspectors, journeyman and contractors. This is a compliment to those efforts, which will be reintroduced in a separate cosponsorship memo in the near future.
