Subject: Steel Procurement Act Revision
 
In the near future I intend to introduce legislation to simplify the process required to use products made from domestic recycled steel in public works projects. The legislation would amend the Steel Procurement Act (Act 3 of 1978).

Because of our state’s industrial history, Pennsylvania is home to many tons of discarded steel. Instead of letting the steel rust away in scrap yards, this steel can be recycled and put to beneficial use for public works projects. For example, unused steel railroad rails can be reformed into signposts for highway signs.

However, the documentation requirements of the Steel Procurement Act pose a substantial barrier to the use of domestic recycled steel for public works projects. Much of the act’s required documentation for the scrap steel no longer exists. For example, mill certificates cannot be found for steel mills that closed 70 years ago.

This legislation would clarify the process by amending the Steel Procurement Act to permit the use of steel products made from recycled steel if the steel was rerolled and the product was manufactured in the United States.

The original purpose of the Steel Procurement Act was to support the domestic steel industry. This legislation furthers that goal by extending the act to include products made by domestic steel mills that use recycled steel.
