Senate of Pennsylvania
Session of 2015 - 2016 Regular Session

MEMORANDUM

Posted: February 10, 2016 10:52 AM
From: Senator Ryan P. Aument
To: All Senate members
Subject: Resolution Limiting Simple Resolutions

I am writing to invite you to cosponsor a resolution I intend to offer that would amend the Senate Rules regarding the offering of simple resolutions.

During my six years as a member of the House of Representatives and now the Senate, I have come to understand and appreciate the value of resolutions that highlight achievements, mark milestones or promote causes.

However, I also believe the important legislative work of the Senate must be prioritized and we must do all we can to reduce the costs associated with developing, printing and executing these resolutions.

As such, I am proposing a limit of 10 simple resolutions per member per session.

This limitation would not apply to any of the following, which have purposes beyond designating a day or month or are used to congratulating a person, team or organization:
  • Joint Resolutions – these are generally used to offer amendments to the Constitution
  • Concurrent Resolutions – these require the consent of the House of Representatives
  • Condolence Resolutions – these honor the life and contributions of important people
  • Rules Resolutions- these resolutions amend the Senate Rules
  • Legislative Agency Resolutions – these resolutions direct the work of a legislative agency, such as the Legislative Budget and Finance Committee.

Please join me in supporting this commonsense measure that is intended to reduce the costs associated with simple resolutions as well as prioritize the important work of the Senate.
