Subject: | Legislation Implementing a School Property Tax Freeze for Residents 67 and Older |
I plan to introduce legislation implementing a property tax freeze for all Pennsylvania residents 67 and older. To qualify for a property tax freeze, an individual who is 67 or older must have qualified for a homestead exemption at their current residence for no fewer than three years. My legislation will establish 2016 as a “base year” for property tax rates. This freeze will apply to property taxes levied by school districts. The state will reimburse affected districts from the Property Tax Relief Fund. If an individual is also eligible for the existing Property Tax and Rent Rebate Program, he or she will be required to choose between the two programs; no one could receive both benefits. This legislation is similar to Senate Bill 299 from the 2013-14 legislative session. |
