Subject: Naturally Occuring Retirement Communities
 
In the near future, Senator Scott Wagner and I plan on introducing legislation that would encourage Naturally Occurring Retirement Communities (NORC) in Pennsylvania. This is a companion bill to House Bill 1622 (Gingrich).

Naturally Occurring Retirement Communities are nationally defined as residential buildings, housing complexes, rural areas, or neighborhoods where 40% of the heads of households are seniors or a large population of senior citizens exists and the population allows for the efficient delivery of in-home services to senior citizens.

NORCs assure access to necessary services to qualified residents postponing the need for senior citizens to leave their homes and move to an institutional care setting (hospital, nursing home or an assisted living center.)

This legislation establishes an advisory board through the Pennsylvania Department of Aging to help support currently operating NORC programs while encouraging newer programs throughout the Commonwealth.

The legislation I am proposing is designed to:
  • Identify the definition of a NORC: Communities (urban, suburban, or rural communities) meeting the needed criteria to allow a group of senior citizens to age in their own respective neighborhoods.
  • Through the advisory board, develop guidelines to assure that the aging community will have the needed services to help their communities age in their homes: These services include:
    • Care coordination
    • Health assessment and monitoring
    • Socialization activities
    • Home repairs
    • Technological assistance
    • Transportation assistance
    • Home health care.
The objective of this legislation is to help Pennsylvania’s senior citizens enjoy their homes and communities for as long as possible. There are many neighborhoods and communities in my district that would appreciate these services.
