MEMORANDUM

Posted: October 28, 2015 03:14 PM
From: Senator Dominic Pileggi
To: All Senate members
Subject: Automatic License Plate Readers

Please join me in co-sponsoring legislation that would limit the private use of automatic license plate readers that appear to be used more frequently across the country.

Automatic license plate readers, mounted on police cars or on objects like road signs and bridges, use small, high-speed cameras to photograph thousands of plates per minute.

Information captured by the readers may include the license plate number, date, time and location of every scan.

I plan to introduce legislation that would allow these readers to be used by law enforcement agencies only; prohibit storage of data by non-government agencies; and require any entity that uses license plate readers to report it.

At least 18 states have introduced some form of this legislation in 2015; 4 states have had legislation enacted into law in 2015.

Introduced as SB1076
