Subject: | Amending City Revitalization and Improvement Zone (CRIZ) program eligibility |
In the near future, I will introduce legislation that would open the door for all communities, large and small, to be eligible to apply for the City Revitalization and Improvement Zone (CRIZ) program. Many communities have expressed interest in participating in this program, designed to revitalize communities, create jobs and improve local and regional economies, but due to its limitations, many are ineligible. The program’s current guidelines permit only the following municipalities to apply: Third class cities with a population of at least 30,000 that have not been declared financially distressed under Act 47; third class cities with a population of at least 30,000 and have not had a receiver appointed under Act 47; or a home rule county where a third class city is located with a population of at least 30,000 and is considered distressed under Act 47. My legislation will allow all municipalities to apply using the current schedule for approval (two CRIZ designations every year starting in 2016). The legislation will still require the CRIZ program award to be designated by the Department of Community and Economic Development, the Department of Revenue and the Governor’s Office of the Budget. |
