Senate of Pennsylvania
Session of 2015 - 2016 Regular Session

MEMORANDUM

Posted: March 12, 2015 01:32 PM
From: Senator Mike Folmer
To: All Senate members
Subject: Repeal of Antiquated Provisions of the School Code

I plan to reintroduce Senate Bill 1388 from last Session to repeal antiquated provisions of the School Code. Cosponsors of this measure were Senators Folmer, Erickson, Mensch, Scarnati, Solobay, Gordner, Rafferty, Yudichak, Hutchinson and White.

Almost any conversation with educators inevitably leads to a discussion of school mandates and the frustration with state-imposed obligations. SB 1388 from last Session was unanimously reported out of the Senate Education Committee and would repeal antiquated provisions of the Public School Code that were vetted through the Department of Education and numerous education groups.

None of these proposed repeals would radically change existing education policies; all are considered noncontroversial, including:
  • Section 112. Report of Racial and Ethnic Groupings. (1993)
  • Section 113. Study of Public Schools that Provide Internet Instruction. (2001)
