MEMORANDUM

Posted: March 2, 2015 06:41 PM
From: Senator Jay Costa
To: All Senate members
Subject: Mixed-Use Development Program with the Pennsylvania Housing Finance Agency

In the near future I will be introducing legislation to create the Mixed-Use Development Program and the Mixed-Use Development Fund within the Pennsylvania Housing Finance Agency (PHFA).

The Mixed-Use Development Program will provide funds to any of the following:
  1. Development, redevelopment, and rehabilitation projects;
  2. Cultural and historical preservation projects;
  3. Projects to increase the availability of residential, commercial, and mixed-use properties for sale and rent; and/or
  4. Projects to revitalize communities.
The funds can be used over the entire period of the development project, including pre-development, acquisition of properties, site preparation, and construction.

The PHFA will be required to adopt guidelines for the program within 180 days of passage of the bill. The agency will also be required to submit an annual report to the governor, auditor general, the Senate Urban Affairs and Housing Committee, and the House Commerce Committee, as well as made available to the public on its website.

Funding for the program will require an appropriation by the General Assembly.

Please join me by co-sponsoring this legislation.
