Subject: Legislation Establishing the Regional Efficiency Aid Program
 
I am planning on reintroducing legislation establishing the “Regional Efficiency Aid Program Act.” A Regional Efficiency Aid Program would be established in the Department of Community and Economic Development.

The legislation will offer the incentive of lowered property taxes to political subdivisions engaging in shared municipal services. The bill establishes a fair system for determining the amount of state aid a political subdivision may qualify for based upon population, the weighted factor of fiscal stress on the political subdivision, and the number of regional service agreements in which the political subdivision is involved.

Last session this was SB 159 and the following Senators were cosponsors , GREENLEAF, BREWSTER, BROWNE, SMITH, FONTANA, and COSTA
