Subject: Funding for Water and Sewer Systems
 
I plan to re-introduce legislation (SB 1408) that amends the “Water and Sewer Systems Assistance Act” of 2008. You may recall that this legislation provided $400 million for the acquisition, repair, and construction of water supply and sewer treatment systems through a bond referendum approved by the voters.

My legislation would authorize a new referendum for $600 million. If approved by the voters, the bond proceeds would be deposited in the Pennsylvania Infrastructure Investment Authority (PennVest) to be used for grants and loans for drinking water, stormwater, nonpoint source projects and wastewater treatment systems.

There is a great need for this funding assistance; according to the U.S. Environmental Protection Agency, Pennsylvania has a 20-year need in excess of $32 billion for drinking water and wastewater treatment systems.

PennVest projects not only contribute to improving Pennsylvania's environment and the health of its people, but they also provide opportunities for economic growth and jobs for Pennsylvania's workers.
