Subject: Contracting for State Trooper Services
 
I will reintroduce legislation to amend the Administrative Code by adding a new section titled the “State Trooper Services Contractual Program.”

This legislation would allow a municipality or adjacent municipalities which do not have a police force to enter into a contractual arrangement with the Pennsylvania State Police (”PSP”) for state trooper services. Municipalities would enter into agreements requiring payment for services. Payment would be based on labor and benefit costs incurred by the PSP.

Revenue generated through these contracts would be deposited into a restricted revenue account and solely used for the specific services provided in the service agreement. All state troopers assigned pursuant to these agreements shall not be included in determining the PSP’s total number of officers and enlisted members.

This was Senate Bill 63 of last session. Co-sponsors included Senators Alloway, Tartaglione, Eichelberger, Greenleaf, Vulakovich, White and Costa.
