Subject: Introduction of Resolution to Study Municipal Services
 
I am reintroducing a resolution establishing a commission to conduct a study of the Commonwealth’s fragmented system of municipal government. The commission will be chaired by the Deputy Secretary for Community Affairs and Development under the Department of Community and Economic Development.

The commission will be comprised of members of the Legislature as well as several qualified appointees from a broad list of local government associations.

The commission will be charged with the following:
  • A study of the current system of local governance and State programs impacting local governments.
  • Recommendation of changes to remove barriers to regional cooperation.
  • Recommendations of measures to ensure municipal fiscal stability.
  • Recommendation of changes to improve incentives to regional cooperation.

Last session, this was SR 40 and the following Senators were cosponsors COSTA, FONTANA, ERICKSON, SOLOBAY, WASHINGTON, AND BREWSTER
