Subject: Exemption for youth soccer
 
I am reintroducing Senate Bill 40 of last session, amending the Crimes Code, Title 18, and the Domestic Relations Code, Title 23 of the Pennsylvania Consolidated Statutes, to exempt Pennsylvania affiliates of United States Youth Soccer from paying the criminal history record information fee and child abuse information fee in checking on the criminal backgrounds of prospective volunteers. The criminal history record information fee and the child abuse information fee are each $10 per individual.

United States Youth Soccer is the largest member of the United States Soccer Federation, the governing body for soccer in the United States. US Youth Soccer is a nationwide body of over 600,000 volunteers and administrators, and over 300,000 dedicated coaches who are mostly volunteers. US Youth Soccer registers over 3,200,000 players between the ages of five and nineteen.

US Youth Soccer is made up of 55 member associations; one in each state, and two in California, New York, Ohio, Pennsylvania and Texas. In Pennsylvania the member associations are the Eastern Pennsylvania Youth Soccer Association and the Pennsylvania West State Soccer Association. Local soccer clubs, leagues and organizations in Pennsylvania are affiliated with these two associations.

US Youth Soccer is a non-profit and educational organization whose mission is to foster the mental and emotional growth and development of America’s youth through the sport of soccer at all levels of age and competition.

This legislation should assist in protecting the thousands of Pennsylvania children who play organized soccer.
