Subject: Legislation and Constitutional Amendment Requiring the Adoption of a Revenue Plan with a Spending Plan in the State Budget Process
 
In the near future, I plan to introduce a package of bills that will prevent our current budget situation from occurring again. My bills will seek to preclude the adoption of our fiscal year spending plan without a corresponding revenue plan in place to pay for it.

One bill will amend the Administrative Code to require the adoption of a bill, or bills, that provide sufficient revenue to fund any spending bills as part of the state budget. The other piece of legislation will be an amendment to the Pennsylvania Constitution to require the adoption of revenue in accompaniment of appropriation bills pertaining to the state budget.

The sole objective is to clarify our balanced budget requirement to ensure that the appropriations bills that make up the budget cannot be enacted while the revenue bills necessary to complete the process are left out for an indeterminate period of time.
