Subject: | Electronic Benefit Transfer Card Photo Identification |
In the near future, I will be introducing legislation that will amend the Public Welfare Code to require a photographic image of benefit recipients on electronic benefit transfer cards. Over the years, the abuse and misuse of electronic benefit transfer cards has cost federal and state governments millions of dollars. Unbelievably, there was an instance where one person had nearly 100 electronic benefit transfer cards. This kind of abuse damages the integrity of the welfare system and prevents our limited public assistance dollars from reaching those who are truly in need. During these difficult economic times, it is essential that we scrutinize closely how money is being spent in our state and reduce abuse of funds or fraudulent behavior. I believe this requirement would make it more difficult for cards to be sold or misused, while preserving limited resources for those that need them. Please join me in cosponsoring this legislation. |
