Subject: | Resolution - Studing the Economic impact of Cigarette Tax - Cities of the 1st Class |
In the near future, I will be introducing a resolution asking the Pennsylvania Legislative Budget and Finance Committee to study the economic impact of the Cigarette Tax on Cities of the 1st Class (Philadelphia) and surrounding counties (Bucks, Delaware and Montgomery). A tax , effective Oct. 1, 2014, imposed a $2-per-pack cigarette tax on all cigarettes and little cigars sold in Philadelphia order to supplement public school funding in the city. Prior to its enactment, various supporters of this tax proposal estimated this to bring in upwards of $100 million to address funding problems. Some revenue estimates have fallen quite short of this promise. I will ask the LBFC to study the gross receipts of this tax, its impact on the City of Philadelphia, the revenue that has been directed to the School District of Philadelphia and how cigarette sales have performed in nearby surrounding counties. Please join me in this resolution to study this tax. |
