| Subject: | Legislation – Limited Constitutional Convention |
| In the near future, I plan to introduce legislation requiring a constitutional convention with limited powers. If the bill passes, it would allow for a referendum at the municipal election in November 2017 which will ask voters if they want a constitutional convention to prepare for submission to the electorate proposals for amending Articles II through VII to create a more accountable, efficient, transparent and effective state government. The point is to consider changes to structure and process, but not to individual rights (Article I). If the referendum is approved, a convention would be formed of three delegates from each Senate district as well as the Lieutenant Governor, and the top three leaders from each of the four caucuses. The three delegates from each Senate district would be elected at the general primary election of 2018. The convention will begin on June 10, 2018 with sine die adjournment occurring on September 7, 2018. The convention will make recommendations and frame the ballot questions to be voted on at the general election of 2018 by the state’s electors. Dates will be adjusted accordingly if this legislation is delayed. It has been over 40 years since the general public was directly involved in designing their government via a state constitutional convention. Another one is long overdue. I hope you will join me in co-sponsoring this important piece of legislation and demonstrating to Pennsylvania families and taxpayers that their government is ready, willing, and able to serve their best interests. This is similar to legislation which I co-sponsored, previously filed by Senator Ferlo. The bill was previously co-sponsored by Senators Farnese, Yudichak and Brewster. |
