Subject: Is the taxpayer paying for empty state offices?
 
From 1980 to 2014, the number of state employees (part-time and full-time) has decreased by 28,111 positions, representing a 26 percent reduction. We are interested to learn if the use of state office space followed a similar trend over that 34-year period.

In the near future we plan to introduce a resolution directing the Joint State Government Commission (JSGC) to study how the Department of General Services utilizes space within the Commonwealth in both leased and owned buildings, garages, storage facilities and all other property. The study would also direct the JSGC to compare how the Commonwealth procures, leases, and utilizes space from the private sector in the hopes of finding efficiencies in current policies.

We will also be introducing legislation which will require Executive and Independent Agencies to report their space usage to the Department of General Services. In meetings with the department, it has become clear this is an important first step toward establishing a baseline in order to significantly reduce costs.
