MEMORANDUM

Subject: Legislation – Professional Licensure Portability for Military Spouses

In the near future, I plan to introduce legislation which will afford military spouses greater ease in obtaining the transfer of their professional license to the Commonwealth of Pennsylvania.

The lives of military spouses are marked by frequent deployments, relocations and extended periods of single parenthood. These unique circumstances pose a significant obstacle to the maintenance of professional licenses. Acquiring the transfer of a professional license can prove time consuming and costly, causing delays in employment and preventing the utilization of valuable skills in the workplace. Often the transferal of professional licenses becomes cumbersome to the point where military spouses abandon their careers.

In recent years, governors and state legislators in many states have come together across the aisle to provide this type of much needed assistance to our military spouses. It is time for Pennsylvania to be added to this roster.

My legislation will allow military spouses to move more rapidly and efficiently into the workforce by providing a streamlined process in obtaining the transfer of their professional licenses into the Commonwealth.

This is similar to legislation which I co-sponsored, previously filed by Senator Smith.

The bill was previously co-sponsored by Senators Greenleaf, Brewster, Vogel, Blake, Costa, Wiley, Yudichak, Baker, Hughes, Vulakovich, Farnese, Tartaglione, Rafferty, Williams and Browne.

I hope you will join me in co-sponsoring this important piece of legislation.
