In the near future, I will introduce legislation to create the Pennsylvania Promise Plan. This Plan will created college opportunities for graduating seniors that meet certain requirements based on grades, income eligibility and need. This programs is based upon The Oklahoma Promise, which originally started in 1996. In order to qualify, a family must have a total income of $50,000 or less at the time of student application. The Promise is a program funded by the state, as part of the General Revenue Fund that is automatically provided under the law that pays for the full tuition and fees of Oklahoma students going to public universities and colleges within the state. The Promise pays a portion of costs for students that plan to attend a private school as well as for courses at certain public technology centers. There are requirements for high school students in order to earn the scholarship. 17 courses taken during high school are college-preparation classes and a student must have a 2.5 GPA or better within those courses as well as all other high school courses to qualify. In addition to academic requirements, there are behavioral requirements as well. Students are not permitted to skip classes, use alcohol or drugs and must maintain a minimum GPA once in college to receive the funding. At a time when Pennsylvania needs to assist those looking for post-secondary education, the creation of this program will go along way to help those go to college.
