| Subject: | Bail Bondsman Legislation |
| In the near future, Senator Stack and I will be introducing legislation that will privatize and regulate the Bail Bondsman industry in Pennsylvania. For decades, the Commonwealth has had varying rules in an effort to regulate this process. This legislation will provide a uniform collection of rules to regulate this serious profession. This legislation will provide accountability, professionalism and transparency for the practice of providing bail for those awaiting trial. This bill is revenue-neutral, the fees to implement this uniform code will be paid solely by licensing fees for those looking to conduct business in Pennsylvania. This legislation will promote a clean industry where all of the rules are the same for every corner of the Commonwealth. Each County Court Administrative Rule will be the sole decision-maker as to who the regulator will be; the district attorney or county clerk of court. This bill will also provide for criminal penalties for violating this law, similar to those set forth in insurance licensing regulations. Last Session this legislation was introduced as SB192 and previous co-sponsors of this legislation included: Alloway, Ferlo, Robbins, Stack, and Wozniak. |
