Subject: Transfer from Race Horse Development Fund to State Racing Fund
 
Next week we will be introducing legislation amending the Fiscal Code which will authorize a $5,000,000 transfer from the Race Horse Development Fund to the State Racing Fund.

As stated in our previous co-sponsorship memorandum regarding racing act reforms, the Pennsylvania Racing Commissions will become financially insolvent in the near future. This proposal will provide a short term bridge for the continued regulation and oversight of the racing industry while we concurrently work to update the Race Horse Industry Reform Act to provide long term, sustainable solutions for funding.
