I will soon introduce a concurrent resolution calling upon the Municipal Police Officers’ Training Commission to promulgate regulations that help ensure the protection of Pennsylvania motorcyclists against unconstitutional profiling by police officers. While through the current curriculum -- promulgated through regulation found at 37 Pa. Code Ch. 203 – prospective police officers take a six-hour course that addresses profiling generally, my constituents’ experience is that they continue to be pulled over by police simply for wearing motorcycle paraphernalia or motorcycle club insignias. Specifically, my resolution will ask the MPOTC to add language to police training course curriculum that specifically states that motorcycle profiling that offends constitutional protections of speech and assembly is prohibited and should not be used as an investigatory practice of police. Furthermore, it will ask the MPOTC to encourage all local law enforcement and the Pennsylvania State Police to adopt a statement condemning any practices or policies that offend the constitutional rights of motorcycle enthusiasts. |
