Subject: Study of Pennsylvania’s Construction Laws
 
Shortly, I will be introducing a Resolution calling for the Joint State Government Committee to conduct a comprehensive study of the costs and efficiencies of the requirements of Pennsylvania’s public construction laws.

A copy of the resolution is attached.

Ohio recently did a similar study, which resulted in changes to that state’s procurement laws that improved flexibility, accountability, transparency, and efficiency of Ohio’s public construction initiatives.

I have tried to replicate the balanced approach taken by Ohio, which included the involvement of contractors, trade unions, subject matter experts, the design industry, construction management, private sector owners, Members of the Ohio General Assembly, and state agencies and other public owners.
